It wont get rid of them completely but it'll chop off a good chunk of them.
There's a nice video showing GTA copied onto the hard drive and then running off the optical drive. The copy on the hard drive gets through everything a lot faster then the optical one.
Also, MP load screens will always be there as you have to connect to the host
