Kate seemed like Niko's only hope in life and her death signifies his neverending downward spirel. Once you exact your revenge, the game just ends with a shot of the statue of liberty, a symbol of hope but instead Niko's hope is dead and all that he gets in the end truly is nothing.
It's the same way with Roman. Roman was about to begin his life and become a new man, he dies. Same thing.
